If the unit works, turn it on for a few hours and see if it motivates them to relocate. Although, the description sounds like recently hatched chicks.

If there is a lot of tweeting, it won't be long before they take flight. There really is no way to move the nest safely. If you can get a picture we can figure out what kind of birds they are but my guess is that they are Robins. They seem to nest in unusual places and appear less fearful than the shyer birds. The cheeky bird in the picture built her nest on a tiny balcony outside my window. Another more conservative female chose a tree outside my art studio window and after years of bird watching and waiting I finally got to see a fledglings first flight.
Please give them a chance and perhaps try to sing along!
The little ones (could also be sparrows) can be very loud, yes! but they don't stay long, google says maybe 2 weeks after they hatch. I'm not as knowledgeable as Morganna, but we've had house sparrows behind a bedroom shutter, as well as in the ivy on a chimney. All told, they probably made less noise than our kids, though concentrated over a shorter period of time.
