NJ Homestead Rebate?

Apparently there's some changes to the rebate program?

Does anyone understand how it's supposed to work? Is it for next year or this year?

I couldn't figure out the old process so I hope it's better. I stopped applying for the homestead rebates because they were so far behind and backed up for such a so small amount of relief. It felt like the old program was designed to discourage as many as possible and it absolutely worked on me.
