are you looking to buy, rent, borrow/get for free? ATV wheelchairs are very expensive.....most of what you can get cheap at thrift stores are not good for uneven terrain, they are made for smooth floors/lawns.
Unique thrift usually has them (you have to check periodically, Union is most likely to have 1.
What town does the person live in? I know someone that got 1 from a place in Union. I'd have to try to find the name of the place. Some volunteer EMS squads lend them out....but again these are just the standard off the shelf models.
if you are looking to buy something good, check with the Christopher reeve foundation. they might also be able to refer you to a rental place.
check ebay (search local for pick up), although I rarely find good deals...i've been looking for a specific electric model, but they want so much for used, might as well buy new...
Basically this is to go down a short ramp, over a a bumpy, uneven 50 yards or so of dirt/weeds and out onto an asphalt drive. Would like to buy, new or used(non-electric).
Have you checked with the person's medical provider or their insurance company? They may have a list of sources for the kind of wheel chair you are looking for.

RHW, A solution to your description above may be a ramp that is designed to lead from the house to the drive way. In addition to Joan's suggestion about a wheel chair, the insurance company may be able to help with getting a ramp that solves this challenge.

any basic wheelchair should be able to handle that...won't be the most comfortable ride, but can manage 150 feet. You can try calling the thrift store to see if they have any and be prepared to run to get it....ebay does often have them nearby for local pick up.
new is available from any vendor....just google wheelchairs and see what comes up. i never heard of insurance helping with the ramp. depending on the person, there are programs that help. for example, if the person is permanently disabled but working, vocational rehab would help with a ramp so they can get to work.
if this were a permanent issue, you could look into paving the walk way. if this is property you don't own and need access, the Fair Housing Act usually applies and requires you to be allowed to make reasonable accommodation.
