Why are we sanctioning Russian oligarchs and kleptocrats

We should be celebrating Russian oligarchs and kleptocrats.  They could have been spending money on actually making the Russian military better but chose to spend it on yachts and villas.

Isn't the theory that a lot of the money in yachts and villas is actually Putin's and/or a form of money laundering? Easier to buy a $20mm Manhattan apartment than to try to move $20mm in cash across borders.
