Title theft. Does Essex County offer notice of change?

Shouldn't the notification be made at the point where there is a request to change the title?  Once the title has been changed, it may be very difficult for the legitimate property owner to take action to restore their claim to the property.

I'm not sure that would be possible in all cases. Suppose the property owner is out of town. 

But the question is, if the clerk's office makes any attempt at all to notify.

Point is once the title holder has changed it may be too late.

How does this legislation protect property owners in the event that someone tries to steal their property by submitting a fraudulent application for title change?
